Sheikh Mukhtar was born into a Hadame clan family of the larger Rahanweyn clan in central town of Xuddur of Bakool region
Sheikh Mukhtar became the speaker of Somali parliament, from 1965–1969, until the coup d'etat that occurred in 1969. However, before the coup, he briefly became an interim president the week between the assassination of President Abdirashid Ali Sharmarke and the day of the coup.
